Given Russian culture and history, I think that if Putin gives an order to launch a nuclear weapon, tactical or strategic, it will be followed. That's what Russians do.

I do believe that the other points you raise (becoming a pariah and being destroyed by NATO military) do deter Putin from using nuclear weapons.
