If the black hole were a glactic black hole where the tidal forces would not pull our suicidal explorer apart, the observer would never see the explorer cross the event horizon since there would be so much time dilation. There's also the issue that to see something you have to bounced electromagnetic radiation off of it. As the explorer got closer to the event horizon the electromagnetic radiation would be red shifted (?) making it harder to see.
