HR is not your friend. They are not there for the employees, but for the company. The only reason that they take action when there is sexual harassment is because the company may get sued.
Unfortunately, at some companies HR will "take action" to reprimand the offender. There can, however, be actions like bad performance reviews for the person who reports. Yes, in theory, you can sue for this, but it's not easy. This also tends to be an area where HR doesn't help since there is more deniability ("she was a poor performer").
