I'm surprised that you didn't mention the little issue of the military dictatorship and the ongoing civil war where some of these ethnic groups are at war with the government. Then there is the issue that the Shan region is ruled by warlords, which are actively involved in human trafficking and drug manufacture and smuggling.

If you're from the US and visiting the government may consider you a spy, since few people would visit this war torn country as tourists.
