Or... There could be a post Putin government where Russia becomes a somewhat normal European state with working elections.

We don't know what the future holds right now, but the Ukraine war will not have a good outcome for Russia. One possible result will be the downfall of Putin's government. In reaction to Putin there could be a real reform movement in Russia to make sure that someone like Putin doesn't rise again.
