When ever I read about "security guarantees" for Ukraine I think about the agreement that induced Ukraine to give up their Soviet nukes. The agreement that guaranteed Ukraine's borders. Obviously that didn't go well.

If I were the Ukrainians I would not trust any "guarantee" that was not something in hand. Guarantee up front, since Ukraine has been betrayed before. But I'm not sure what this would be.
